Utilizing only the unopened buds and two top leaves of the tea plant, white teas get their characteristic color from the delicate silvery "down" that forms on the bud and leaves. After plucking , the tea is allowed to wither, but it is not steamed before drying which arrests the oxidation processes of green, oolong and black teas.
